Motor Carrier Inspector Law Enforcement Officers assist at crash scenes involving commercial motor vehicles.

Motor Carrier Inspectors perform thousands of roadside inspections each year, and enforce state laws and federal regulations that promote the safe operation of commercial motor vehicles. MCIs enforce state statutes governing size and weight of vehicles, assist stranded motorists, promote voluntary compliance with the law through educational programs, testify in court, and assist during civil disturbances, natural disasters, and crash scenes. MCIs also train outside agencies in commercial motor vehicle weight and safety regulations.

There are two Motor Carrier Inspection career options. Motor Carrier Inspectors work at established scale houses throughout the state, and MCI Law Enforcement Officers are provided agency-owned vehicles to conduct mobile inspections. The MCI Law Enforcement Officers are certified law enforcement officers, who in addition to inspecting commercial motor vehicles, detect and deter criminal activity, and apprehend criminal offenders.

QUALIFICATIONS
  • Must be a U.S. citizen of at least 21 years of age
  • Possess a high school diploma or G.E.D.
  • Free of conviction of any crime punishable by imprisonment in a federal or state penitentiary
  • Good physical and mental condition
  • Weight must be proportional to height
  • Possess a valid Kansas driver's license
  • Must pass hearing and vision standards

HIRING PROCESS

Candidates are screened through an application process. Successful applicants are interviewed by a board of KHP personnel. A background investigation and polygraph precede any offer of employment.

TRAINING

Motor Carrier Inspectors receive on-the-job training at their assigned scale houses. MCIs also are required to complete 16 hours of in-service training each year.

MCI Law Enforcement Officers receive 22 weeks of extensive training at the Kansas Highway Patrol Training Academy in Salina, Kan. Applicants who are certified law enforcement officers at the time they begin work with the Patrol receive on-the-job training.

SALARY

Motor Carrier Inspector I (scale house position) – Pay Grade 17

  • Hourly – $12.05
  • Annually –$25,064.00

MCI Law Enforcement Officer I (mobile unit) – Pay Grade 23

  • Hourly – $16.16
  • Annually –$33,612.80

Promotions

After two years of service, Motor Carrier Inspectors are eligible for promotion to MCI II and receive an accompanying salary increase. The MCI II position requires additional training for certification in truck inspections, dyed fuels, etc.

After seven years of service, MCI Law Enforcement Officers are eligible for promotion to MCI LEO II and receive an accompanying salary increase. Advancement opportunities are available to MCI Law Enforcement Officer III, which is a first-level supervisory position.

Retirement

The Motor Carrier Inspector scale house positions are members of the Kansas Public Employees' Retirement System. Members may retire with full benefits at the age of 65, at age 62 with 10 years of service credits, or at any age when combined age and years of service equal 85 credits.

Motor Carrier Inspector Law Enforcement Officers (mobile units) are members of the Kansas Police & Fire retirement program. Members may retire at age 50 with 25 years of service, age 55 with 20 years of service, or age 60 with 15 years of service. KP&F members have a maximum of 32 years of service.
