Troop M is made up of two important components – the Central Communications Center and the Criminal Justice Information System (CJIS) Unit. The Patrol’s Central Communications Center is based in Salina, Kan., and provides dispatching services for troopers statewide. The CJIS Unit provides training to local agencies throughout Kansas.

Central Communications

Communication Specialists support field personnel 24 hours a day, seven days a week by rapidly and efficiently broadcasting information on the Highway Patrol's radio communication system. Daily responsibilities include operating a data entry terminal and radio communication system to send, relay, and receive information, maintaining continuous contact among Highway Patrol personnel and other emergency response agencies, and disseminating information for officers to apprehend offenders, develop investigative leads, track criminal activity, identify stolen property, and locate missing persons.

Communication Specialists also coordinate emergency medical relays across the state using aircraft and ground units, and monitor alarms and warning systems, such as those issued by the National Weather Service and local emergency managers.

CJIS

The Criminal Justice Information System (CJIS) Unit administers several components of the Kansas Criminal Justice Information System (KCJIS). This including providing KCJIS training to local agencies at 11 locations throughout the state and conducting on-site audits at all agencies that have workstations connected to KCJIS, including mobile data terminals used in patrol vehicles. Local agencies' computer networks undergo security reviews before allowing additional workstations to be connected.

The unit also manages and provides assistance to local agencies using the FBI's National Crime Information Center (NCIC). This includes classroom training and FBI-mandated certification of all operators with direct terminal access to NCIC. CJIS also coordinates the annual validation of all Kansas-entered records, such as wanted/missing persons, stolen vehicles, and other stolen property.

CJIS personnel also staff the KCJIS Computer Training Lab located at the KHP Training Academy in Salina, Kan. Criminal justice personnel from all over Kansas come to the Computer Training Lab for hands-on training. KCJIS trainers also instruct the Basic Law Enforcement Communication Operators Training course for new local agency dispatchers.
