Captain Ragan Retires From the Patrol

Colonel William Seck, Superintendent of the Kansas Highway Patrol, has announced that Captain Stephen A. Ragan has retired from the Patrol, after serving the citizens of Kansas for 26 years. Ragan retired on Nov. 12, 2005.

Ragan joined the Patrol on June 18, 1979 as a trooper performing road patrol duties in McPherson County. He was promoted in 1986 to sergeant and was assigned as a zone supervisor in Garden City. In 1993, Ragan transferred to Emporia and was assigned as a supervisor on the Kansas Turnpike. He was promoted again in 1997 to lieutenant and was assigned as Troop C operations commander in Salina. Ragan was promoted to captain in 1999 and continued to oversee the daily operations of Troop C. As a member of the Patrol, Ragan was a field training officer and recruit class coach, and he also was state director for the Kansas Law Enforcement Torch Run. He received the Superintendent’s Award in 1980 after he stopped an armed robbery in progress at an I-135 rest area.

Ragan has an associate’s degree in police science from Hutchinson Community College and he is a certified public manager from the University of Kansas. Ragan was a Second Class Petty Officer in the U.S. Navy from 1972 to 1976, and he served as a First Class Petty Officer in the U.S. Navy Reserve from 1985 to 1992.
