Bailiff Retires from Highway Patrol

Colonel William Seck, Superintendent of the Kansas Highway Patrol, has announced that Lieutenant Raymond Bailiff retired from the Patrol on December 16, 2006. Lieutenant Bailiff served the citizens of Kansas for over 32 years.
Bailiff joined the Kansas Highway Patrol as a trooper in November 1974 and was assigned to road patrol duties in Leavenworth. He was promoted to sergeant in June 1987 and was a field supervisor in Kansas City. In April 1996, Bailiff joined the DEA Task Force as the Highway Patrol's representative on the regional task force. He was promoted again in June 2004 to lieutenant.
As a member of the Patrol, Bailiff served three terms as president of the Kansas State Troopers' Association from 1980 to 1986. Bailiff has been an honorary member of the KSTA since 1987, and he has been a member of the International Association of Accident Reconstruction Specialists for 19 years. Bailiff received six awards from the Governor and the Highway Patrol for DUI and drug interdiction enforcement, and two awards from the DEA for drug interdiction. The Kansas Association of Chiefs of Police presented Bailiff with a Silver Award in 1992 and a Bronze Award in 1997. Bailiff also received the U.S. Attorney's Guardian of Justice Award in 2004.
Bailiff is a graduate of Lansing High School, and he has an associate's degree in criminal justice from Barton County Community College.
