Payne Promoted to Technical Trooper

Colonel William Seck, Superintendent of the Kansas Highway Patrol, has announced that Trooper Matthew B. Payne was promoted to technical trooper on June 17, 2007.
Payne joined the Kansas Highway Patrol on January 7, 2002, and was assigned to road patrol duties in the metropolitan Kansas City area. As a member of the Patrol, Payne has been a field training officer for two trooper trainees. In April 2007, Mothers Against Drunk Driving presented Payne with an award for his enforcement efforts against impaired drivers.
Payne is a graduate of the Turner High School in Kansas City, Kan., and he earned an associate's of arts degree in general studies from Kansas City Kansas Community College. Payne also earned a bachelor's degree in criminal justice from Washburn University in Topeka.
