Contest Topic
The Kansas State Department of Education and the Kansas Highway Patrol established a school safety hotline, which is a toll free number available 24 hours per day, 365 days a year to give students, parents, and community members with an opportunity to report any impending school violence. All calls to the hotline may be anonymous.
The Hotline phone number is 1-877-626-8203.

Scholarships
Three scholarships will be awarded in each category.

Scholarships may be applied to any accredited institution of higher learning in the state of Kansas.
If there is a shortage of entries or lack of quality work entered in a category, the remaining funds will be transferred to another category. For example, if there are not enough entries or not enough entries to merit awarding three scholarships in the television category, the money for the second and third place scholarships will be transferred to the radio and poster categories for additional scholarships.

All entries will be judged by a panel of school safety experts from the Kansas State Department of Education and Kansas Highway Patrol. Judging will be based on originality, persuasiveness of the message, and potential for internet, broadcast, and print marketing purposes by KSDE and KHP.
Entries that are aired on television and/or radio stations, or posters that are distributed in the school or community, will receive extra points in the judging process. Entrants must provide proof that the materials were used in order to receive the extra points.

- Read the rules carefully. Signing the entry form signifies that you have read and agreed to all contest rules.
- Three scholarships will be awarded in each of three categories: (1) 30-second public service announcement for television; (2) 30-second public service announcement for radio; and (3) 11 X 17 poster.
- Entries must be about school safety. Each entry must include the Kansas School Safety Hotline telephone number. 1-877-626-8203.
- Television entries must be submitted in DVD or VHS format. Radio entries must be submitted on a CD or audio cassette. Written scripts for the television and radio public service announcements must accompany the entries.
- Television and/or radio entries must be submitted in one of the following formats: (1) MP3; (2) Quick Time; or (3) Windows Media Player. Windows Media Player is the preferred format, but is not required.
- You may enter as many times as you like in each category, but you must fill out a separate entry form for each entry.
Rules
- The Kansas School Safety Hotline scholarship contest is open to any Kansas resident who will be graduating from an accredited high school in the 2008-09 school year in the state of Kansas.
- Each entry (radio, television, or poster) must be your original work.
- Contestants will be disqualified for false registration, making false claims, or submitting non-original work.
- Entries must be about school safety. Each entry must include the Kansas School Safety Hotline telephone number. 1-877-626-8203. Entries that do not include the hotline number will be disqualified.
- Radio and television entries must be no more than 30-seconds in length. Scripts for the entries must be included. Poster entries must be submitted on 11 X 17-inch paper.
- Any entrant under the age of 18 must provide the expressed written consent of a parent or legal guardian.
- The selection of contest winners by the KSDE and KHP contest judges is final.
- All scholarship prizes are non-transferable and void where prohibited by law.
- Scholarship prizes will be announced on January 15, 2009.
- All contestants acknowledge, as a condition of entry, that KSDE and the KHP have the right to publicize or broadcast the winners' names, characters, likenesses, voices, or all other matters incidental thereto; to reprint the winning public service announcements and posters in promotional materials and in future advertising and promotional efforts by KSDE and the KHP.
- Winning the contest does not guarantee the winning entries will be published, recorded, or used for any purpose by KSDE or the KHP.
- Entrants retain all publishing rights to their entries.
- All entrants agree to allow KSDE and the KHP non-exclusive rights to hire professionals to copy, modify, record, duplicate, perform, distribute, and otherwise utilize your entry (or entries), regardless of whether your entry is a winner, for any purpose deemed appropriate by KSDE and the KHP.
- Employees of the KSDE Office of the Commissioner and the KHP Public and Governmental Affairs, the contest judges, their affiliates, representatives, and their families or households of the employees are ineligible to enter/win.
- Closing and announcement dates may be changed without notice.
- Additions or deletions to these rules may be made at the discretion of KSDE and the KHP, and may be enacted at any time.
- Winners will receive a notarized voucher letter from the Kansas State Department of Education for the awarded scholarships. No cash awards will be given. After enrolling in a Kansas state accredited post-secondary education program, winners must present the voucher letter to KSDE. Scholarship awards will be paid directly to the educational institution.
